Legislative Drafter

St Helena Island, South Atlantic

2 years FTC available immediately

£52k pa, depending on experience and qualifications, plus International Supplement

Enjoying unique lifestyle opportunities, St Helena Island is a self-governing overseas territory of the United Kingdom. Although better placed to develop economically and socially as a result of opening our international airport in 2017, we are not at the stage of self-sufficiency and therefore remain dependent on UK government aid.

The island’s team of Law Officers is currently made up of the Attorney General with two PAs, two Legislative Drafters, Crown Prosecutor, Senior Crown Counsel (Civil), Crown Counsel (for Ascension Island), Crown Counsel (Civil), Crown Counsel (Commercial) and Crown Counsel (Contracts).

Working with the Legislative Commissioner in the Attorney General’s Chambers, you will be part of a small drafting team employed by the St Helena Government. Your primary role is to ensure that that laws are properly and effectively drafted, published and kept up to date, for St Helena, Ascension and Tristan da Cunha. Helping to pass legislation from first presentation through to commencement, you will also recommend changes to laws including repeals of obsolete legislation; amendments to existing legislation and the creation of new legislation.

You will act on a programme of maintenance, audits and improvements to ensure the legislation website is up to date and the legislation accessible. The role is based in Chambers on St Helena, but we may consider a remote working arrangement.

A UK or Commonwealth qualified lawyer with experience of legislative drafting, you have demonstrable experience in statutory interpretation and of drafting bills, subsidiary legislation and other statutory notices, plus a background in legislative research and policy development. We would expect unequivocal compliance with Nolan Principles and with standards and rules of conduct required by your regulator. Maintaining your eligibility to hold a practising certificate (or equivalent), you will undertake CPD obligations, keeping records that demonstrate your continuing education and competence.

In addition, you must demonstrate our core values of fairness, integrity and teamwork and use your diverse expertise and experiences to ensure your time on the Island has the broadest benefit to St Helena.  As an officer funded through the Technical Co-Operation Programme you will be expected to share your knowledge and skills beyond the workplace contributing to workforce, community and capacity development in St Helena.
