£50,000 per annum (£35,000 per annum base plus an international Supplement of at least £15,300 per annum)

Could you lead a financial planning team, helping accounting officers to manage budgets and supporting portfolio monthly performance reporting?

Enjoying unique lifestyle opportunities, St Helena Island is a self-governing overseas territory of the United Kingdom. Although better placed to develop economically and socially as a result of opening our international airport in 2017, we are not at the stage of self-sufficiency and therefore remain dependent on UK government aid.

You must lead the production of information for monthly budget execution reports and quarterly management accounts, with supporting notes, analysis and commentary using variance analysis to draw conclusions. You will also prepare annual budgets and forecasts by portfolios and maintain, update and discuss finance control processes and procedures, while nurturing relationships with key stakeholders.

Systematically reviewing, recording and implementing changes in relation to performance reporting and the wider finance arena, you will manage internal control issues including adherence to financial procedures and regulations for all payments, receipts and other transactions. Leading the preparation of detailed budgets and forecasts for portfolio revenue and expenditure under the MTEF process, you will scrutinise and challenge portfolio spend and guide Portfolio Directors and Senior Managers on spending plans and revenue generating opportunities.

Contributing to revenue and expenditure cash flow forecasting you will analyse and critically assess from a financial perspective policy options, proposals and spending plans within portfolios.  You will manage and mentor staff, ensuring training and development plans are in place, and will support Journal posting and review, ensuring balance sheet reconciliations are prepared. You must oversee the preparation of accruals and prepayment journals and review budget officers’ working documents and calculations.

As a CIMA / ACCA or CCAB qualified accountant or equivalent with current membership and up-to-date CPD record, you have already worked in the public sector. Post qualification, you have prepared sector and corporate budgets and financial plans and have a background in producing management accounts and budget reports. Willing to ‘roll your sleeves up’ and get involved in detail, your management experience has given you a good working knowledge of standard software and of accounting software and applications.

In addition, you must demonstrate our core values of fairness, integrity and teamwork and use your diverse expertise and experiences to ensure your time on the Island has the broadest benefit to St Helena.  As an officer funded through the Technical Co-Operation Programme you will be expected to share your knowledge and skills beyond the workplace contributing to workforce, community and capacity development in St Helena.
