Enjoying unique lifestyle opportunities, St Helena Island is a self-governing overseas territory of the United Kingdom. Although better placed to develop economically and socially as a result of opening our international airport in 2017, we are not at the stage of self-sufficiency and therefore remain dependent on UK government aid.

You will start with a comprehensive review of the procurement function, highlighting improvements to processes and procedures, delivering significant savings and meeting anti-corruption standards. Supporting production of a ‘guidance’ manual, you should design and deliver training and related training materials. Using your experience and knowledge of best practice procurement strategies and processes, you will help to build capacity by means of ‘hands on’ mentoring and formal training.

You will offer tutorial support to Corporate Procurement staff studying for CIPS certification and advise on how to further develop and maintain procurement skills. You will also advise on how procurement practices can aid private sector development on the island.

Holding a relevant degree or equivalent, you must be a CIPS member or equivalent with substantial procurement experience at supervisory or managerial level. You have built capacity within procurement teams and have a background in strengthening and implementing procurement systems, processes and procedures. You have delivered significant savings in the corporate procurement of an organisation with a spend of £1m+ and have previous involvement in CIPS training. You know how to write and implement policy and strategy and your strong senior level leadership, developing and leading high performing teams, has inspired them to deliver transformational projects and impactful results.

In addition, you must demonstrate our core values of fairness, integrity and teamwork and use your diverse expertise and experiences to ensure your time on the Island has the broadest benefit to St Helena.  As an officer funded through the Technical Co-Operation Programme you will be expected to share your knowledge and skills beyond the workplace contributing to workforce, community and capacity development in St Helena.
